Incident Response Management

Our Vision

Interop-Solutions is an interoperable solutions company that is the result of the nation’s call to solve the public safety interoperability problem.  Interop-Solutions sole reason for existence is grounded in our belief that incident response must be addressed as a systems problem, not solely as a hardware or communications problem.

Therefore, at Interop-Solutions we address incident response at 4 levels.

The first level is the database and inventory of agencies, frequencies, resources, procedures, etc. that are required to support the entire life cycle of an incident.  The database is populated with all the public and private entities required to respond to all local and regional disasters.

The second level of the Interop-Solutions incident response approach is the planning level.  The planning level operates from planning templates that reflect the operational requirements of the planners.  Incidents are defined in the planning tool in terms of the Jurisdiction, Event and Nature of the Event.  The templates define the roles required to respond to the incident and groups the responders according to their operational communications requirements.  The planning level tools are also capable of producing a complete TICP (Tactical Interoperable Communications Plan) at any level of governance.

Level three of the approach is a systems approach to activating the plan in an operational mode.  The system that ties the plan to the radios, the resources and the procedures is called Paraclete.  The Paraclete system provides scaled operational functionality from day-to-day dispatch operations through national disasters.  Paraclete provides the tools to support the entire incident life cycle (evacuation, response, search & rescue, clean-up, etc).  Paraclete provides total interoperable communications and total management interconnectivity from the PSAP/911 center to the FEMA region level.

The final level of the Interop-Solutions approach to incident response is the capability to activate the Paraclete system in both a test mode and an exercise mode.  These features allow local, regional and state activation of plans for exercises evaluation.

Effective Incident Response, focused on saving lives and property, will not be fully achieved unless all four levels have been addressed.  Interop-Solutions has addressed and solved these issues.
